Job Description:
NLE 11 Task Managers
PRIMARY FUNCTION(S): Support the Risk Management Services Division in the management of the NLE exercise program. NLE is a cycle of seminars, planning events, and exercises designed to strengthen the nation’s capacity to prevent, prepare for, respond to, and recover from All-hazards incidents, including terrorist attacks involving Weapons of Mass Destruction (WMDs). Prepare all program documentation in accordance with the U.S. Department of Homeland Security (DHS) Homeland Security Exercise Evaluation Program (HSEEP).
RESPONSIBILITIES AND DUTIES include (but are not limited to):
Direct and oversee the preparation of pre-exercise activities, materials, and briefings. *Coordination of planning meetings with Federal, State, and local entities to arrange and prepare for exercises. *Preparation of briefings, meeting materials, and meeting minutes. *Development and production of exercise documents including scenario briefings, exercise plans, controller/evaluator handbooks, situation manuals, and master scenario events lists.
Manage, lead, and contribute to the execution of NLE Exercises. *Function or assist as an evaluator, facilitator, recorder, simulation cell coordinator, and/or controller during tabletop, functional, and full-scale exercises at the Federal, State, and local levels. *Contribute to operational and administrative tasks to support the exercise team.
Direct and oversee the preparation of post-exercise activities, materials, and briefings. *Research and analysis of lessons learned. *Preparation, review, and editing of after-action reports and improvement plans. *Reporting and disseminating qualitative and quantitative exercise lessons and exemplary practices.
Other responsibilities may include conducting assessments, analysis, and design of emergency operations plans and procedures as well as the development of HSEEP and National Incident Management System (NIMS)/Incident Command System (ICS) training courses.


Job Requirements:
MINIMUM QUALIFICATIONS: Degree Requirements: A Bachelors Degree in homeland security/emergency management related discipline, plus 5-10 years of additional, directly related work experience or AS/AA with 10- 15 years experience in comprehensive homeland security/emergency management operations and planning.
Required skills include: *Specialized knowledge, training, experience in all-hazards emergency operations, EOP, ESF, and SOP Planning. *Strong ability to apply the concepts of NIMS/ICS to exercise design and development. *Good written, oral, and interpersonal communication skills as well as strong computer, analytical, and research skills. *Prior experience managing Homeland Security Top Officials (TOPOFF) or NLE Exercises, including experience as a Lead Exercise Planner and Controller for large National Level Exercise (NLE). *Prior experience working with the DHS FEMA National Exercise Division. Knowledge and experience in Pre-earthquake Mitigation and Post-earthquake planning and response.
PREFERRED QUALIFICATIONS: Background experience should include successful completion of the following training courses: *Orientation to Community Disaster Exercises IS-120 and IS-139 Exercise Design *ICS IS-100, IS-200, IS-300, IS-400 *NIMS IS-700 *NRP IS-800 *Homeland Security Exercise Evaluation Program (HSEEP) Mobile Training Course *Prior experience with exercise design and development *Operational experience or specialized training in all-hazard homeland security/emergency management planning, operations, response, and recovery *Prior experience in Continuity of Operation (COOP) planning. *Experience in Instructional Techniques *Familiarity with HSEEP policies and directives *Experience working emergency response issues at the Federal, State, and local levels highly desired
