Position Description

The Compliance & CRA Specialist performs a variety of critical monitoring functions related to regulatory consumer protection and the Community Reinvestment Act and fair lending regulations. The Compliance & CRA Specialist ensures ongoing compliance with established policies and procedures and federal, state, and local government regulations. The position requires a bachelor's degree in area of specialty and 3 years of experience in the area of consumer compliance and CRA. The candidate must be familiar with regulations, practices, and procedures within the deposit, lending, and CRA compliance. The Compliance & CRA Specialist will dedicate 75% of their time to consumer compliance maters and 25% to CRA related matters. Furthermore, the Compliance Specialist will perform a variety of tasks independently and work under general supervision. A certain degree of creativity and latitude is required. Typically reports to a supervisor or manager. In addition, the successful candidate will perform the following functions:

Compliance:
· Independently perform compliance testing, using knowledge of regulation to evaluate the performance of the Bank's various operating units within the context of these regulations

· Execute and assist with the execution on designated aspects of testing methodology including planning, preparation of written scope documents, work papers and audit reports, fieldwork, and audit issue follow-up activities

· Assist with preparation and presentment of monitoring and audit recommendations to business unit management to improve the compliance and internal control environment and gain efficiencies

· Assist in the development of compliance training and initiates training to resolve deficiencies detected to support bank’s compliance objectives

· Support the operating units and branch locations by responding to questions and conducting compliance risk assessments

· Execute and assist with HMDA and CRA data validation reviews

· Undertake and independently perform special projects as required


CRA:
· Assist in the bank’s annual CRA self assessment and Fair Lending self testing; requiring the candidate to independently perform testing and analysis using knowledge of the regulation to evaluate the performance of the Bank's various operating units within the context of these regulations.

· Research and propose opportunities and projects where the bank may participate in community development projects or programs that will enhance our CRA activities.

· Act as liaison between the bank and the various bank affiliates to coordinate community development efforts

· Provide/assist in CRA, HMDA and Fair Lending training

· Execute and assist with HMDA and CRA data validation reviews

· Understand key community development concepts regarding lending, qualified investments, and services.

· Undertake and independently perform special projects as required

QUALIFICATIONS:
The successful candidate will have a general working knowledge of banking laws, regulations, and regulatory guidance including, but not limited to, Consumer Protection, Fair Lending, Community Reinvestment Act, Privacy, and Loans to Insiders. Candidates must have good organization, communication, and project/task management skills. Other specific qualifications include:
· Bachelor's Degree and some formal regulatory compliance training, or equivalent work experience

· 3-5 years compliance experience in the financial services area; some exposure to consumer regulatory compliance preferred

· Good judgment, analytical and problem solving skills

· Ability to work independently, recognize and assess compliance risks within ShoreBank business areas

· Good interpersonal and relationship building skills, including ability to work in a team environment

· Excellent oral and written communication skills

· Very good sense of personal organization with demonstrable ability to manage or assist with multiple, concurrent activities in a timely manner and to affect completion

· Bank Software literacy (LaserPro,CRAwiz, FiServ, CCH Compliance Library) preferred MS Word, Excel, PowerPoint, and Access) required

· Valid driver's license, as some travel will be required to produce and document audit findings.
