DEPARTMENT: BUSINESS ADMINISTRATION

POSITION TITLE: HR MANAGER

STATUS: SALARIED - EXEMPT

General Information:

I.SUPERVISION:
* Direct supervision by the Director of NW DHQ Human Resources
* Directly supervises HR/Payroll Specialist staff

II.QUALIFICATIONS AND REQUIREMENTS:

* Bachelor's degree in Human Resources, Business Management, or a related field plus 2-4 year of experience preferred - High School graduate, required
* Three years of professional human resources experience or any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved
* Excellent verbal and written communications skills
* Knowledge of contemporary human resources principles practices and processes
* Strong computer skills and experience with Microsoft Office programs, especially Word, Excel, and PowerPoint
* Superior organizational skills, ability to handle a large volume of work with good attention to detail
* Ability to deal effectively with a wide range of personality types in Seattle Social Services, and be non-discriminatory against any employee on the basis of race, color, religion, sex, national origin, age, marital status, disability, or sexual orientation.
* Ability to work independently and as part of a team
* Strong work ethic, demonstrated initiative and flexibility in meeting the needs of the position and departments
* Ability to maintain confidentiality and security of all personnel, benefits, and HIPAA related items & issues
* Working knowledge of state and federal regulations affecting human resources, including OFCCP compliance
* Experience in Human Resources or benefit administration preferred
* Knowledge of filing and record keeping systems
* Experience using payroll database, preferably UltiPro


III.SUMMARY OF DUTIES:

Provide professional human resource services to employees, advice, assistance and follow-up on Salvation Army policies, procedures, and documentation. Coordinate the resolution of specific policy-related and procedural problems and inquiries. Involved in direct implementation of human resources policies, programs, and procedures. Advise and assist management and employees on issues or problems relating to human resources, benefits administration, EEO, and OFFCP. Work in all areas of human resources with emphases on, EEO and OFCCP Compliance, driver safety, and TSA trainings.


The HR Manager will be responsible for the following:

A. GENERAL DUTIES:

* Responsible for various human resource activities including, but not limited to full employee life cycle, compensation, employee relations, EEO/OFCCP compliance, training and development
* Supervises the HR and Payroll Specialists and supports HR Department as needed to achieve departmental goals
* Approve Submission and finalization of each week's approved HR/personnel items, ensuring the accuracy of all items processed for CFC-HR Agenda items submitted in TSAMM
* Pre-screen candidates to determine their qualifications and capabilities
* Prepare interview questions for all levels of positions
* In coordination with the SSS Directors and Program Managers review applications/resumes; evaluate applicant's skills and make recommendations regarding applicant's qualifications
* Develop and maintain relationship with employment agencies, universities and other recruitment sources
* Provide advice, assistance and follow-up on company policies, procedures, and documentation
* Advise managers, supervisors and employees on human resources, EEO, and Affirmative Action (AA) policies to ensure compliance. May assist in developing departmental policies and practices that interpret and comply with Salvation Army policy and applicable Federal, State, and local laws. Escalates issues, where appropriate, to a higher-level authority within the department for decision
* Advise managers and supervisors on classification/compensation options available
* Provide guidance in job description development and modifications.
* Assist HR and Payroll Specialists with personnel/payroll related inquiries; advises and assists on current departmental HR procedures related to employee records; coordinates activities and acts as liaison between departments and DHQ HR Staff
* Prepare UltiPro reports and other reports as needed
* Work with Business Manager to prepare for audits and provide information as requested
* Provide information and consultation regarding employment issues, e.g. transfers, promotion/ demotion, reduction-in-force, placement, independent contractor status, etc.
* Work with Seattle Social Services Management to promote employee events to ensure consistency in employee recognition
* Work with HR and Payroll Specialist to review references of applicants for child serving positions as needed
* Work on special projects and investigations as assigned by the Human Resources Director specifically for Seattle Social Services
* Process new hire enrollments and terminations on a weekly basis.
* Oversee medical and dental application/waiver/authorization/deduction forms from new employees and those employees, whose status has changed from part-time to full-time, thus making them eligible for full-time benefits.
* Mentor and train HR and Payroll Specialist within department
* Conduct PTM Assessments and HR related audits
* Perform other duties as assigned

B. OFCCP COMPLIANCE:
* Maintain all EEO/OFCCP compliance information and file the EEO and Vets 100A Reports annually
* Discuss AA issues with local managers, supervisors, and employees to be certain that The Army's EEO policy and AAP are being followed
* Assist in providing OFCCP training and education as needed

C. HR/PTM & SAFETY TRAINING:
* Train new HR staff in using UltiPro, TSAMM, and other HR related programs
* Manage or oversee required employment notices and information at multiple sites

D. EMPLOYEE BENEFITS:
* In coordination with HR and Payroll Specialist ensure new staff, new enrollments or status changes for employee benefits are accurate and completed timely
* Ensure proper amounts for payment of insurance premiums are deducted from employee compensation. Identify and resolve inaccuracies and errors.
* Is the primary liaison between employees and the health plan/benefit administrators for any questions and problems regarding their coverage.
* Coordinate benefit enrollment information and plan materials for all Seattle Social Services, communicating, for example, benefit offerings, changes and costs. Assist Directors and Managers with orientation sessions for new hires via TEAMS.
* Assist employees with completion of Employee Retirement Application for transmission to Territorial Human Resources Department.

E. PHYSICAL REQUIREMENTS:

* Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent continuous basis
* Ability to Drive and work at Multiple locations
* Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead
* Ability to operate telephone
* Ability to operate a desktop or laptop computer
* Ability to lift up to 25 lbs.
* Ability to access and produce information form a computer
* Ability to understand written information
