Position Summary

Odyssey Systems has an exciting new opportunity for an Advanced SDA Capabilities and Data Portfolio Program Manager supporting the Space Domain Awareness Division of the US Space Force, Space and Missile Systems Center's Special Programs Directorate.

Responsibilities

Duties include, but not limited to:

The Advanced SDA Capabilities & Data Portfolio Program Manager provides technical and programmatic support to the National Space Defense Center (NSDC), the Combined Space Operations Center (CSpOC), the Distributed Space Command and Control-Dahlgren (DSC2-D), and other BMC2 Systems acquired and sustained by the Space Domain Awareness Systems Division (USSF SMC/SPG). High-profile portfolio programs include management and sustainment of the NSDC Capabilities Integration Office (NCIO), Global Sensor Watch (GSW), and co-development/sustainment of Space C2 Systems with the SMC Cross Mission Ground and Communications Enterprise Directorate.

Duties include, but are not limited to:

    Lead, manage, and supervise a dedicated team of Odyssey personnel in support of the Government's efforts to evolve the current Advanced SDA Capabilities & Data Portfolio capabilities to meet evolving mission needs
  • Support all functional and programmatic aspects of the Government's ongoing work to evolve current Advanced SDA Capabilities & Data Portfolio capabilities to meet evolving mission requirements
  • Support the Government Program Office to develop and maintain strong stakeholder relationships with Space Domain Awareness stakeholders, including the Space Security Defense Program (SSDP), Combined Space Operations Center (CSpOC), National Space Defense Center (NSDC), Distributed Space Command and Control-Dahlgren (DSC2-D), and intelligence organizations
  • Support the Government Program Office to develop and advocate long term plans for the Advanced SDA Capabilities & Data Portfolio
  • Develop and maintain strong relationships with Government Contract, Legal, and Program teams; interact frequently with senior leadership; work as a team to execute the long term plans for the portfolio of projects
  • Develop Program Operating Memorandum (POM) inputs; draft responses to requests for information; develop inputs for logistics funding brochures, and support the financial planning and execution of funds for the Advanced SDA Capabilities & Data Portfolio
  • Support the Government's planning, acquisition, modification, and execution of multiple contracts to develop, field, sustain, and operate Advanced SDA Capabilities & Data systems
  • Assist the Government Program Office to develop long term roadmaps; prepare and coordinate acquisition strategies; draft requirements, develop statements of work, and contract deliverables and to build and release requests for proposals
  • Assist the Government Program Office to review and evaluate proposals, prepare and coordinate contract documentation; award, and monitor execution of contracts supporting the acquisition, modernization, sustainment, and operations of Advanced SDA Capabilities & Data systems
  • Support the Government Program Office to develop and maintain strong stakeholder relationships with Space Domain Awareness stakeholders, including the Space Security Defense Program (SSDP), Combined Space Operations Center (CSpOC), National Space Defense Center (NSDC), Distributed Space Command and Control-Dahlgren (DSC2-D), and intelligence organizations
  • Other duties as required/requested by the Government within the constraints of the S3 contract

Qualifications

Minimum Qualifications:

  • M.S. or M.A. in Software Engineering, Systems Engineering, Operations Research, or a related discipline with 10 years of experience in Space Surveillance, Space Operations, Intelligence Support for Space Control, or in a related mission area
  • Knowledge of Agile Software Development processes and tools i.e. JIRA, Confluence
  • Knowledge of systems engineering practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts, policies, and systems
  • Knowledge of standard acquisition regulations, practices, and procedures, as well as the principles of planning and program management
  • Active TS/SCI clearance, agreeable to polygraph
  • Able to travel as required (CONUS/OCONUS, est. 25%)

Preferred Qualifications:

  • M.A. or M.S. in a related discipline plus 15 or more years of experience in Space Surveillance, Space Operations, Intelligence Support for Space Control, or in a related mission area including a leadership role
  • DoD Acquisition, Logistics, or Sustainment experience supporting similar requirements in Air Force Space Command, Air Force Material Command, or similar missions in an intelligence organization, Federally Funded Research Development Center (FFRDC), or DoD/DoE Laboratory
  • Experience with AWS cloud hosting environment management i.e. GovCloud, SC2S, and C2S
  • Knowledge of cross-domain solution technical implementation
  • Experience with creating and packaging cybersecurity artifacts in support of cyber accreditations
  • Knowledge of planning and program management to execute major projects, provide expert advice to colleagues, and present innovative recommendations for advancing programs and/or methods
