We currently have an exciting opportunity available for an experienced Enterprise VP of Data Foundation Strategy & Operations.

The Enterprise VP of Data Foundation Strategy & Operations is responsible for design, build and operation of the Envision Healthcare data information architecture, operations and analytics self-service platforms. This leader will maintain accountability for the structure and integrity of information that is maintained within enterprise systems and platforms. Define the vision, strategy, principles and processes that guide the purchase, design and deployment of data platform technology, assuring that technology solutions meet business and clinical requirements while aligning with long-term enterprise architectural goals and integrating seamlessly across multiple platforms, systems and business segments.

Envision Healthcare's data platform and environments include data from the clinical, operational, financial, procurement, managed care and business development enterprise functions. The incumbent will bring a strategic, tactical and customer-focused vision with the accompanying leadership to transform Envision's data-rich database and software resources to be scalable, efficient and effective. Leading the development and execution of the data capability vision will require a deep technical understanding of databases, data technology, ETL and data transformation, master data management, healthcare data structures, reporting, analytics, domain business/clinical knowledge and applied data science.

Responsibilities
    Partner with business and clinical leaders to align the enterprise data strategy and Client Solutions based on a deep understanding of market needs and translate those needs into data products that inform Envision's strategy and operations while also delivering data that will provide value to customers and patients.
  • Develop strong customer intimacy across the organization
  • Lead the Data Foundation and Architecture teams through the development of long-term roadmaps for all data and information platforms - considering the needs of the patients and providers, users, volume growth projections, existing vendor contracts and timeframes - in the areas of Data Management & Integration, Master Data Management (MDM), Big Data and self-service analytics.
  • Lead the development of a capability to assure the definition, development and maintenance of organizational data and information architecture standards and principles; data architecture standards and methodologies are established, and requirements to strengthen the network effect of sharing data across the enterprise.
  • Lead the combination of clinical data, including quality and patient safety, with other data domains to express the value proposition of the organization.
  • Responsible for developing data models for database structures, design, document, construct and deploy database architectures and applications as well as implement measures to ensure data accuracy and accessibility.
  • Lead the monitoring, refinement and reporting on the performance of data management systems and execute on operational plans to merge legacy, acquired or new systems with existing data foundation environments and structures.
  • Provides technical guidance and leadership for the group developing and maintaining these resources. The incumbent will create plans for the continued development of these resources and maintain the resources consistent with best practices.
  • Oversee the development and refinement of goals for the data function. Assign the strategic and operational priories
  • Collaborates effectively with IT, compliance, HIPAA, security and other departments to ensure compliance with all regulations and organizational policies.
  • Communicates with clinicians, operational executives and finance executives to jointly develop plans, and execute effective data and technology solutions.
  • Works with ETL team to ensure a reliable and accurate Data Warehouse with an emphasis on scalability, data integrity, usability and performance.
  • Directs the daily operations in accordance with best practices for high availability, high performance and usability. Available to the team for managerial direction and support during off-hours related issues.
  • Remains current with technological advances in the industry at large as well as competitors and makes recommendations for the deployment of innovative technologies. Partners with other peers regionally, nationally and internationally to discover, propose and deploy best-in-class solutions for Envision.
  • Regularly makes changes to improve customer service approaches that improve the effectiveness, efficiency, and customer satisfaction of the resources.
  • Approaches all relationships with a world-class customer service approach. Maintains a customer-focused approach with users to provide solutions that are data driven.
  • Leads the teams that oversee ingestion, transformation and exposure of data with the applicable tools to meet the organizational needs. Oversees the development and centralization of applicable technical documentation for the team.
  • Develop and deliver against budget.
  • Develops staff and monitors programs to support production services including staffing, standards, productivity analysis, cost factors, benefits realization and operations processing.
  • Coordinates, develops, and executes programs for continual measurement of the organization's system performance and effectiveness, and development of related metric/analysis.
  • Lead the management and compliance with IT Governance related to master data management and the enforcement of data governance rules.
  • Special projects and performs other job-related duties as assigned
  • Responsible for adhering to Information Security Policies and ensuring Envision is as secure as possible.
Qualifications
  • BA in Computer Science, Engineering or related field. Master's preferred.
  • Minimum of ten (10) years of progressive Data Warehouse, Data Lake, Data Modeling and Technology, and/or Software Development management and project experience.
  • Proven experience with Schema design and Data Models.
  • Proven experience leading MDM, Data Governance and stewardship program.
  • Proven experience and knowledge with data integration and interoperability.
  • IT healthcare experience preferred.
