Summary
This position is located within the U.S. Department of Labor, Occupational Safety and Health Administration (OSHA), Office of Training and Education, OSHA Training Institute (OTI), Arlington Heights, IL and provides instructional and technical expertise in safety and health as a training instructor in the OSHA Training Institute.

Responsibilities
Major duties for this position include but are not limited to the following:
* Assist individuals or groups in their efforts to develop training plans or effective safety and health management systems.
* Communicate and carry out OSHA Training Institute (OTI) policy to ensure compliance with standards.
* Conduct training in a wide range of complex occupational safety subject matter at basic and advanced levels.
* Teach occupational safety hazard recognition, assessment, documentation, and abatement assistance.
* Apply research skills using paper and electronic sources for searching, documenting, and communicating findings.
* Utilize adult learning-based instructional methods, facilitation of practical exercises, and assessment to conduct training.
* Utilize Instructional Systems Design (ISD) principles to conduct training and analyze, design, develop, implement, and evaluate curriculum.
* Conduct equipment and process demonstrations in laboratory, training site, other field-staged locations.
* Teach and demonstrate to employees and junior instructors the correct use of safety and health monitoring and testing techniques/instruments used by safety and health inspectors.
* Serve as project or task force leader when assigned by manager.
* Serve as Subject Matter Expert (SME) in performance and oversight of developmental work which may include update and upgrade of course outlines.
* Convey current expert knowledge of construction industry operations, installations, equipment and work practices to management, supervisors, and other employees in the safety and occupational health field.
* Advise management, supervisors, and other staff in specific areas safety and occupational health.
* Furnish high level, training-related, technical consultation and advice to management, supervisors, and employees on occupational safety hazards and abatement.
* Utilize expert knowledge of different construction processes in order to conduct classroom trainings and provide expert advisory services to OSHA management, supervisors and employee groups.
* Apply professional engineering principles, methods, and techniques, including practical applications and knowledge of complex construction safety-related subjects to conduct highly effective classroom training sessions.

Qualifications
To qualify at the GS-13 grade level, applicants must have 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal Service.
This position has an Individual Occupational Requirement (IOR) which is specialized experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position.
Examples of qualifying specialized experience include but are not limited to the following:
Managing safety or occupational health program elements.
Developing and recommending safety and occupational health policy to higher levels of management.
Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.
In addition to meeting the IOR listed above, to qualify for this position applicants must also possess specialized experience as described below:
Examples of qualifying specialized experience include but are not limited to the following:
Conducting training to workers, supervisors, managers, and/or other safety and occupational health personnel on safety hazards for construction industry environments.
Managing and leading staff on high impact team project(s) (i.e. time management, setting desired goals, tracking progress, monitoring progress, and prioritizing).
Applying Federal OSHA protocols and policy for conducting OSHA inspections.
NOTE: A 3-5 minute video clip or live demonstration of training abilities will be requested at the time of the interview.
Education
There is no substitution of education for specialized experience at this grade level.
