SUMMARY

Seeking two (2) Subject Matter Expert II (Criminal Investigator) for the Resource Planning Office (RPO) to support an opportunity with the Federal Bureau of Investigation (FBI). The Subject Matter Experts (SMEs) will produce substantive and administrative updates to the FBI's principal operational policy guide, the Domestic Investigations and Operational Guide (DIOG). The SMEs will provide expert advice on proposed operational and administrative policies entered into the Internal Policy Office (IPO) workflow, on topics including, but not limited to, undercover operations, extraterritorial operations, online investigations, sensitive investigative techniques, and counterintelligence.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • The Subject Matter Experts (SMEs) will produce substantive and administrative updates to the FBI's principal operational policy guide, the Domestic Investigations and Operational Guide (DIOG).
  • The SMEs will provide expert advice on proposed operational and administrative policies entered into the Internal Policy Office (IPO) workflow, on topics including, but not limited to, undercover operations, extraterritorial operations, online investigations, sensitive investigative techniques, and counterintelligence.
  • The SMEs will use their knowledge of FBI operations to infuse the policy and intent of the DIOG into underlying policies for use of specific methods or within specific divisions.
  • The SMEs will work with the Department of Justice (DOJ) to propose updates to the Attorney General Guidelines on Extraterritorial Operations (AGG-ET) and frequently meet with DOJ and United States Intelligence Community (USIC) partners on these discussions. As needed, the SMEs will develop policy to address recommendations from the Office of the Inspector General (OIG).
  • The SMEs shall organize, and support meetings required by the government. This support shall include scheduling, drafting presentation materials, conducting briefings, and other related activities.
  • The DIOG SMEs will provide guidance on a day-to-day basis to ensure that the document is properly managed and kept current. This includes identifying potential issues and inconsistencies with other FBI and DOJ policies. The SMEs must have extensive knowledge of the DIOG and internal FBI polices. The SMEs will provide subject matter expert advice on both proposed operational and administrative policies entered into the IPO workflow on topics including, but not limited to, undercover operations, extraterritorial operations, online investigations, sensitive investigative techniques, and counterintelligence.
  • The SMEs will: Support IPO by continuing to produce substantive and administrative updates to the DIOG; Provide advice on both proposed operational and administrative policies entering into the IPO workflow; and Use knowledge of FBI operations to infuse the policy and intent of the DIOG into underlying policies for use of specific methods or within specific divisions.
  • Performance of the contract shall primarily take place onsite at the J. Edgar Hoover building at 935 Pennsylvania Avenue NW, Washington, DC 20535. In addition, partial performance for the two SME positions will take place at other locations; one SME will work from the Tampa Field Office and one SME will work from the Johnson City Resident Agency when not at FBIHQ.

SUPERVISORY/MANAGEMENT AUTHORITY

Position will rely on experience and judgment to plan and accomplish goals, perform a variety of tasks, and work under general supervision. Position may manage multiple projects without having direct supervisory responsibilities.

EDUCATION and/or EXPERIENCE

  • Each SME must possess a B.A. or B.S. degree or equivalent experience in a related field. A law degree is preferred, but not required.
  • Possess a minimum of 20 years in DOJ and USIC management and legislative oversight.

KNOWLEDGE, SKILLS AND ABILITIES

  • All personnel must have a security clearance of TOP SECRET, SCI, and HUMINT (HK) Level.
  • Candidates will be subject to a US federal government background invstigation.
  • Candidates must have a valis US passport whose expiration date is more than one year from the date that they start their position.
  • Investigative/analytical intelligence experience related to security threat groups (STG) within correctional institutions and its operations, protocols, and structure, to include inmate STG identification, investigation and handling;
  • Familiarity with California Department of Corrections and Rehabilitation (CDCR)/Federal Bureau of Prisons (FBOP) administration operating procedures and policies, highly desirable and critical;
  • Possess knowledge of the Attorney General guidelines (AGG).
  • Have experience working effectively with DOJ and USIC agencies in relation to information sharing.
  • Be capable of working independently and providing detailed analysis and recommendations to FBI personnel at the senior executive level.
  • Be familiar with the intelligence policies and procedures within the FBI, DOJ, and ODNI.
  • Have experience participating in working groups and providing input on policy-related matters.
  • Have extensive knowledge regarding and experience with FBI investigations (Criminal and national security matters).

WORK ENVIRONMENT

This position is primarily performed in a climate-controlled office setting.
