Job Summary:

The Project Manager (PM) is responsible for the establishment of the University's first ever IT Project Management Office (PMO) and its approach to the full life cycle of projects including everything from project planning, initiation, resourcing and execution to monitoring, control and completion. The incumbent will align projects to the University's strategic objectives under the direction of University governance while adhering to best practices to ensure the PMO meets performance targets. The PM will establish an objective project intake process that will assist with project prioritization. This will be a guide as they work alongside leadership to help determine which projects should be undertaken why and when, not just how. The incumbent will provide oversight and management of major IT and University projects through coordination of project leads, and all resources necessary for successful implementations. This includes establishing and defining the scope, budget and timeline for projects. The individual will manage and supervise PMO staff. In addition, the incumbent will be responsible for ensuring compliance with University policies and procedures, and state and federal regulations.

Job Description:

RESPONSIBILITIES:

* Successfully oversees multiple, concurrent projects. Develop program centric metrics and KPI's with alignment between the operational plan and strategic priority. Prepares and presents progress reports on measurable items, such as deliverables, and milestones of the projects. Manages expectations with all constituents, and presents to senior management, the Board of Trustees, and others throughout the organization, about the project portfolio.


* Oversees acquisition of resources and materials as needed before and during projects by talking with end-users, team members, managers, and in-house resources. Create standardized project management documentation for all project activities. Recommend and implement project management software, standards, forms, or tools to manage major projects appropriately, such as a PPM system, MS Office programs, SharePoint, or Visio. Bring continued innovation and improvement to the PMO.


* Develop and implement processes for project requests. Develop the intake process, business case model, prioritization, and governance structure to ensure projects focus on achieve the University's strategic goals. Work with other organizational leaders to define, prioritize, and develop projects and programs. Analyze economics of project plans and provides actionable feedback relating to cost benefit and return-on-investment.


* Develops policies and procedures for creating and maintaining project plans, schedules and project documentation. Documentation will clearly define activities, sequence of events, dependencies, work effort, duration and associated resource requirements. Continuously maintain knowledge of relevant industry trends and news.


* Integrates a change management process for reviewing proposed modifications on project plans, including meeting with interested parties to approve and implement beneficial changes. Informs respective teams on process improvement and re-engineering strategies. Prioritizes and recommends process change requirements based on the critical project needs. Develops
a communication strategy, creates updates and maintains documentation on project changes, and develops detailed workflows as needed.


* Communicates proactively with all involved personnel to provide encouragement, identify problems, create solutions, and implement internal controls and efficiency improvements. Coach, mentor, train and support team members in the fulfillment of their project support functions. Plans and assigns work as needed or directed and will monitor staff performance. Establishes clear performance expectations and provide constructive performance feedback and recognition, formally and informally.


* Conduct risk assessments and identify impacts of potential changes on existing projects. Develops and implements mitigation strategies. Monitor progress and anticipate operational and budgetary issues, taking preemptive action to mitigate risks, escalating issues appropriately.


* Works closely with Business Managers to capture and track resource costs by project. Serves as Financial Manager to the Project Management Office. Manages and tracks the department's operational budget.


* Maintains project management website content for updates, announcements, and data sharing.


* Perform other duties as assigned.

Minimal Qualifications:

MINIMUM QUALIFICATIONS:

Bachelor's degree in Computer Science, Information Technology, Project Management or related field of study, or equivalent work experience. 3 years experience in Technical Project Management and/or Change Management.
Experienced in Vendor selection, negotiation and contracting. Demonstrated experience establishing a PMO while managing multiple, concurrent projects involving cross-functional teams within budgetary, schedule and resource constraints. A demonstrated ability of being a proactive to problem solver with the ability to anticipate organizational needs. Strong teamwork, communication (written and oral), management and interpersonal skills. Advanced experience in Microsoft or Project Management

PREFERRED QUALIFICATIONS:
Master's Degree in noted fields of experience
Experience in higher education
Consulting firm experience

Project Management Professional (PMP), or similar certifications.

Experience with Software tools: Asana, Google Suite, Office 365, Team Dynamix etc.

Salary: $90,000
