Job Summary

The Associate Chief Nursing Executive of Quality, Professional Development and Excellence is responsible for the execution of evidenced-based nursing practice to achieve the Nursing Services safety, quality, and compliance goals and fostering a culture of learning and excellence through Cook County Health (CCH). Works across the health care continuum to develop strategies, manage the nursing service plan for quality, education, professional development, and journey to excellence to ensure the delivery of high-quality nursing care and drive continuous improvement in nursing practice and outcomes.

General Administrative Responsibilities

Collective Bargaining

* Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals

* Participate in collective bargaining negotiations, caucus discussions and working meetings

Discipline

* Document, recommend and effectuate discipline at all levels

* Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements

* Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements

Supervision

* Direct and effectuate CCH management policies and practices

* Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements

Management

* Contribute to the management of CCH staff and CCH' systemic development and success

* Discuss and develop CCH system policy and procedure

General Administrative Responsibilities continued

* Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements

* Work with Labor Relations to discern past practice when necessary

Typical Duties

* Leads nursing care redesign initiatives to integrate effective use of nursing resources, defined scope of practice for nursing staff and top of license nursing practice which ensures excellence in care, patient safety, and clinical outcomes, in collaboration with the Chief Nursing Executive (CNE).

* Collaborates with Nursing Leadership across the CCH continuum to ensure that nursing practice is aligned with evidence-based guidelines, professional standards of care and organizational policies.

  • Develops and implements clinical integration strategies to achieve improvement in health outcomes, patient experience, and provision of cost-effective care.
  • Collaborates with CNE and Nursing Leadership to create and monitor CCH pathway to excellence/Magnet programs, which promotes inter-professional collaboration, staff engagement, professional development, and creates a culture of sustained excellence.
  • Fosters a positive work environment that promotes staff engagement, empowerment, staff well-being and a sense of purpose within the nursing department.
  • Coordinates patient education and policy compression. Facilitates updates to nursing practice guidelines, care planning and documentation.

* Develops, standardizes, and ensures the appropriate translation of evidence-based nursing care into daily practice.

* Develops, promotes and supports nursing research initiatives to advance evidence-based practice, innovation in nursing care and integration of latest research findings into clinical care.

  • Oversees preparation for nursing system readiness for regulatory agency mandates/programs and public reporting initiatives.

* Collaborates with CCH Finance team to manage budget for nursing education, quality, and nursing excellence programs effectively.

* Provides oversight for Nursing Quality, Patient Safety, performance improvement and staff development programs across CCH.

  • Fosters integration of leaders to develop a CCH nursing strategic quality plan in concert with the overall CCH strategic plan, under the direction of the CNE.
  • Presents and analyzes data, identifies trends and works collaboratively to implement performance improvement strategies to enhance patient care and optimize nursing processes.
  • Identifies, develops, and mentors leaders and other individuals in the creation and nurturing of a performance improvement approach to daily work, emphasizing teamwork, measurement, and accountability
  • Develops and oversees nursing education to ensure that nursing staff receive ongoing training, professional development, and education in alignment with best practices, evidence-based care, technology advances and regulatory requirements.

Typical Duties continued

* Engages staff in decision making and problem solving which are supported by industry standards, best-practices and evidence-based practice which continually lead to ongoing education, performance improvement activities, and the highest standards of performance.

* Oversees staff and agency nurse onboarding, orientations, and training sessions.

* Establishes and maintains relationships with nursing schools and oversees onboarding of all nursing students.

* Develops and implements a Shared Governance structure.

* Develops and facilitates clinical ladder programs.

* Identifies opportunities for strong innovative partnerships with academic facilities; maintains agreements and establishes communication avenues for sharing information, recruiting students and joint faculty appointments.

* Performs other duties and/or projects as assigned.

Reporting Relationship

Reports to the Chief Nursing Executive

Minimum Qualifications

* Licensed as a Registered Professional Nurse in the State of Illinois no later than two (2) weeks prior to commencement of employment with CCH

* Bachelor of Science in Nursing from an accredited college or university

* Master's degree or higher in Health Administration, public health, Business Administration, or Nursing from an accredited college or university

  • Seven (7) years of progressive leadership experience with at least five (5) years in a Director or other Executive level role for a large hospital or health care system with responsibility for directing and overseeing quality and performance improvement programs
  • Prior Pathway to Excellence or Magnet experience

Preferred Qualifications

* Advanced Certification in performance improvement is (Lean Six Sigma for health care Green Belt level education/certification or higher)

* Certification as a Nurse Executive, Advanced (NEA-BC) or Nurse Executive (NE-BC)

* Certified Professional in Healthcare Quality (CPHQ) or obtained within one (1) year of hire.

* Experience in safety net healthcare organization

* Previous experience in a public or government hospital setting

* DNP or PhD

Knowledge, Skills, Abilities and Other Characteristics

* Knowledge of quality metrics and implementation of policies, procedures, workflows and cultures to achieve such metrics

* Knowledge of The Joint Commission (TJC) and federal and state regulatory standards for hospital and ambulatory services

* Knowledge of Nursing practice and the changing healthcare landscape

* Demonstrated knowledge of nursing Pathway to Excellence and Magnet Status

* Excellent communication skills and evidence of collaborative practice

Physical and Environmental Demands

This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements. This includes but is not limited to the following policies and procedures: complying with Personal Protective Equipment requirements, hand washing and sanitizing practices, complying with department specific engineering and work practice controls and any other work area safety precautions as specified by hospital wide policy and departmental procedures.
