You Will:

  • Supports the line managers, project managers, and project teams in developing, implementing, and maintaining project control systems (e.g., planning, scheduling, control, reporting, and performance measurement requirements); and the Project Work Breakdown Structure (WBS).
  • Participates in developing and maintaining fully integrated resource-loaded schedules using standard project management scheduling and EV methodology, providing efficient, effective, and responsive project controls, standards, and procedures to ensure assigned projects comply with DOE, Lab, and project controls requirements.
  • Participates in project start-up on complex projects with substantial scope. Helps project team prepare proposals for projects with mid-range levels of risk and develops detailed project control plans, statements of work, and other types of planning documents.
  • Participates in constructing and maintaining time-phased budgets, work schedules, work breakdown structures, and cost account plans; creates workflow diagrams using workflow systems.
  • Creates and implements FRA Earned Value Management Systems (EVMS) and maintains EV data with cost processor software.
  • Performs project earned value data analysis with the Control Account Managers (CAM) and trend projections, develops metrics to analyze project performance, and generates monthly performance measurement reports for the management team.
  • Analyzes and evaluates existing systems through recommending, designing, developing, and implementing changes and new systems, striving to make project control systems more efficient, effective, and responsive.
  • Interacts and collaborates with others in providing a development plan and annual performance goals relating to Lab objectives, translating needs to value-added products/services.
  • Conduct risk analyses and assessments; identify high-risk issues impacting project success; recommend solutions.
  • Interfaces with the project's technical staff, financial staff, project managers, and functional managers on all cost control and scheduling aspects, providing a development plan and annual performance goals relating to Lab objectives.
  • Working with the project's technical staff, project management, and the functional managers:
    • Develop resource needs (Labor and M&S) and the project's Basis of Estimate (BOE); incorporate changes to the schedule and/or baseline.
    • processes Estimate to Complete (ETC) updates to generate the project's Estimate at Completion (EAC);
    • Manages and maintains the project's Change Control process.
    • Performs Baseline Changes and Variance analysis and implements corrective actions.
    • Develop project cost estimates, monthly status, and performance reporting.
  • Develop presentations on the project schedules, resources, and performance and present them to external and internal project review teams. Creates presentations based on the project size; it could be a stand-alone presentation of the smaller project or a presentation based on a segment of a larger project.
  • Participates in the creation and implementation of proposed subcontracts concerning schedule requirements imposed on subcontractors; interacts with Lab managers in monitoring and directing the efforts of subcontractors; participates in meetings involving schedule creation, maintenance, and revisions of subcontractors.
  • Trains and directs junior staff in the above tasks, including the correct application and implementation of Earned Value Management (EVM) requirements as defined by DOE Order 413.3A, as required. Directs other staff members within the project controls function, as required.
  • Abides by and is responsible for performing all duties following all environmental, health, and safety regulations and practices pertinent to this position.

Minimum Required Education and Experience:

Bachelor's degree plus 9+ years of experience in Project Management in a relevant discipline on projects with a minimum value of $10M or additional years of work-relevant experience as shown below

  • Associate in Science (AS) or Associate of Applied Science (AAS) degree with 13+ years of project controls/project management experience on projects with a minimum value of $10M
  • High School or GED graduate with no degree and 15+ years of Project Controls/Project Management experience on projects with a minimum value of $10M

Applicable Knowledge, Skills, and Abilities Required:

  • Demonstrated expertise with MS Office and Excel including Pivot and Lookup tables.
  • Must be a self-starter and a team player, with demonstrated ability to mentor/train less experienced staff. Proficiency with project scheduling tools, such as Primavera P6 and Microsoft Project.
  • Experience with EVMS cost processing tools is preferred. Strong written and verbal communication skills, as well as strong presentation skills, are required.
  • Ability to work independently.
