POSITION TITLE: Project and Operations Manager

LOCATION/DEPT: DHQ/Youth and Candidates Department

REPORTS TO: Divisional Youth and Candidates Secretaries

FLSA CATEGORY: Exempt

STATUS TYPE: RFT

Job Summary

This position will work closely with the other youth department staff to ensure the success of all youth programming and events. Will work alongside the Divisional Youth and Candidate Secretaries to organize special events and additional responsibilities that fall outside the scope of youth programming but are under the responsibility of the Divisional Youth and Candidate Secretaries.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Youth Programs and Events

  1. Foster collaborative programming with the Divisional Social Services Department and the Divisional Program Department at DHQ.
    1. Cultivate and manage feedback from the youth department team, officers, and youth workers for continual improvement of the program supported by the youth department.
    2. Create, promote, and educate a best practices manual for the division to meet program compliance standards specified by grants and contracts and safe from harm regulations.
  2. Implement, monitor, and oversee contract management, event planning, scheduling, and communication of divisional youth events and programs.
    1. Manage requests for guests, confirmations of details, and other communication needs in a timely and efficient manner.
    2. Work with accounting to confirm and process invoices and check requests.
    3. Create all briefs for camps, retreats, trainings, and other programs.
  3. Plan and execute departmental programming such as trainings, summer camps, youth councils, rallies, and retreats.
    1. Build and maintain the logistics documents for briefs, meeting coordinators, venues, orders, and guests.
    2. Oversee all logistical details pertaining to programming.
  4. Be the designated liaison for all event venues, including Wonderland Camp, ensuring smooth and efficient processes for all components such as registration and logistics.
  5. Prepare TSAMM submissions in a timely and efficient manner, ensuring that all requirements are met and that the submissions align with the policies and procedures.
  6. Lead and guide summer camp staff, develop and implement youth programming, respond to all crisis situations.
    1. This position will reside on-stie for the duration of programming for the summer months.

General Candidates, Ministry Discovery Program Internship, Good Soil Initiative, Loans and Grants, Special Events

  1. As a non-voting member, attend the Divisional Candidates Board and assist the Divisional Candidate Secretary with accurately documenting and preparing all proceedings and post-meeting action items.
    1. Compile and edit meeting minutes, assist with any necessary DCB stamps and signatures for approval, and review and submit confidential documents for processing at THQ.
  2. Monitor and oversee the Officer Candidate Database to ensure that all candidate cases are prepared accurately and ready for approval.
  3. Review applications for the Ministry Discovery Program Internship and Good Soil Initiative.
    1. Monitor the applications from the corps and the applicant and ensure that all requirements and budgetary concerns are met and completed with the highest level of accuracy
  4. Track quarterly grant funding from THQ to create and submit the quarterly reports for Divisional and Territorial approval.
  5. Be a liaison in communicating with candidates, officers, and THQ regarding current applications, events, or programs for Good Soil, Candidates, or Ministry Internships.
  6. Oversee loans and grants for salvationists, officers' children, and candidates for further education. Manage process with THQ.
  7. Along with the Divisional Youth Secretary, plan, implement, and execute special events such as the officer family Christmas party, 730 weekend, retired officer party, and other non-youth department events.

Additional Responsibilities

  1. Support the Assistant Camp Administrator in achieving objectives within designated timelines, ensuring the successful completion of project details, communication, and logistics for Wonderland Camp.
  2. Coordinate meetings with THQ, camp leadership, and divisional leadership as assigned.
  3. Prepare and organize documentation for upcoming meetings with stakeholders and vendors.
  4. Maintain electronic and paper files for projects.

REPORTING RELATIONSHIPS

This position reports to the Divisional Youth and Candidates Secretaries.

In contacts related to this position's duties, this individual acts as a representative of The Salvation Army and its mission.

PERFORMANCE MEASUREMENTS

This individual will be evaluated on how effectively they achieve outcomes, timeliness, and accuracy of assigned goals, and effectiveness of service provided.

EDUCATION/EXPERIENCE

  • A Bachelor's Degree or a certification program in a relevant field. In lieu of degree, a combination of education and experience may be considered.
  • A minimum of two years of experience in a comparable field with an emphasis on teaching and/or working with youth and providing support to a wide variety of stakeholders, including internal team members, external partners, and supporters.
  • Hold a valid driver's license and receive MVR clearance.
  • Be proficient in computer applications within a Windows environment, including word processing, spreadsheets, and database software. Proficiency in Outlook is preferred, as it is an essential tool for communication and project management within the organization.

COMPETENCIES

  • Ability to use diplomacy and good judgment and shows a remarkable aptitude for using initiative as a self-starter.
  • Ability to pay close attention to detail, multitask, and prioritize effectively.
  • Proficient in spoken and written English, which allows for effective communication with both leadership and field personnel. When possible and appropriate, provide a written Spanish translation to field personnel.
  • Ability to work with confidential material with utmost discretion.
  • Flexible in their work schedule and event attendance.
  • Has a solid understanding of the mission, doctrine, and policies of The Salvation Army.
  • Excellent interpersonal and communication skills.
  • Willing to promote the mission of The Salvation Army with great zeal and dedication.

POSITION LIMITATIONS

  • This individual will only commit Army resources that have been allocated or approved.
  • This individual will keep the Youth and Candidate Secretaries of the Division informed about all critical issues related to their area of responsibility.
  • This individual will adhere to all company policies and procedures in carrying out the responsibilities of this position.

PHYSICAL DEMANDS/WORK ENVIRONMENT

  • This position requires the undertaking of essential business and office work.
  • The individual must be able to lift up to 30lbs. regularly and occasionally lift up to 50lbs.
  • Using office and computer equipment is necessary.
  • Work may be conducted indoors with occasional attendance at outdoor meetings.
  • The noise level in the work environment is usually low to moderate.
  • Certain duties, such as special events and outdoor activities, may expose the employee to weather conditions that are prevalent at the time.
