Status: Exempt

QUALIFICATIONS

  • MSW or a minimum of nine years of experience in administration social service programs serving the poor and homeless and/or similar education and experience. This includes understanding the problems and needs of the poor and homeless, the government and other programs available to assist them, how to overcome barriers to finding a stable home, and how to determine those who would benefit most from programs.
  • Extensive knowledge of the target population
  • Excellent verbal and written communication skills
  • Computer literate in MS Word, MS Excel, MS Publisher, Adobe Acrobat, and TSA software
  • Current state driver license with reliable transportation

RESPONSIBILITIES

  • Responsible to oversee the fulfillment of the overall mission of The Salvation Army in the management of all programs
  • Direct oversight of the Owens campus which includes Homeless Services, Dining Room, Vocational programs, Veterans Services, Lied Bridge Units, Horizon Crest Apartments, and Maintenance.
  • Direct oversight of Family Services operations to include Hope Market, rapid rehousing, rental & utility assistance, and SEEDS of Hope program
  • Ensure grant compliance and timely necessary statistical reporting
  • Provide direct oversight and management of billing required for contract compliance
  • Ensuring compliance with The Salvation Army National Social Service Standards
  • Recruit, train, resource and supervise directly and non-directly all staff, including qualified supervisors of programs
  • Working knowledge of the State of Nevada statues and codes that have an impact upon the development and operations of our services to poor and homeless families
  • Experience with grievance resolution strategies for employees and/or program consumers
  • Represent The Salvation Army when interfacing with social service agencies, commissions, committees, and other groups as necessary
  • Act as a liaison with outside agencies to disseminate information regarding the homeless and other services that are provided by The Salvation Army
  • Responsible for promoting program growth and effectiveness
  • Responsible for the preparation of an annual plan of service which will include a philosophy of care, goals, objectives and timelines and identifies how resources are allocated to achieve them
  • Responsible for the preparation of reports, as needed, for the Clark County Coordinator, Divisional Social Services Director and the Divisional Secretary of Programs
  • Oversee the preparation of a manual that documents the essential operational policies and procedures for effective service delivery and submits for approval to the Clark County Coordinator
  • Develop formal and informal collaborative relationships to improve the quality and quantity of services available to program participants
  • Ensure that there are sufficient staff positions in the program to provide services and protect the safety of the persons served and to deal with unplanned absences of personnel or, if necessary, curtail program services
  • Ensure that all licenses required by law have been obtained, are up to date, and are reviewed annually
  • Coordinate staff meetings
  • Responsible for overall leadership of program staff, including evaluation and disciplinary action
  • Provide regular supervisory or consultation time to every staff member under his/her direct supervision
  • Make budgetary provision for the training and development of staff
  • Assist with the establishment and distribution to all Supervisors and workers, written policies, procedures, and eligibility criteria for programs and information on referrals to partner agencies, prospective applicants and the community
  • Ensures that all programs serve others without discrimination in keeping with The Salvation Army National Policy Statement on Non-discrimination in Programs and Delivery of Services
  • Ensures there is a written pastoral care plan and staff is involved in the service of said plan
  • Produce a written set of policies and procedures for emergencies in which staff are trained
  • Ensure program staff regularly solicits feedback on its services and delivery from program participants
  • Responsible to see that Program Coordinators/ directors understand and effectively follow the written procedures for data collection, monitoring, reporting, and storage
  • Develop and implement risk avoidance protocols and ensures they are followed
  • Assist in grant applications as necessary
  • Adhere to all Salvation Army policies and procedures
  • Other duties as assigned

The employee must regularly lift and/or move up to 20 pounds, frequently lift and/or move up to 50 pounds, and occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception and ability to focus. The employee must have the ability to operate a telephone, desktop or laptop computer, as well as the ability to access and produce information from a computer, and to understand written information.
