Job Summary

The AVP, Assistant Controller over Accounting, Regulatory and Tax, oversees three significant, complex and important areas within Finance. The Assistant Controller reports directly into the Corporate Controller, and has a team of 4 direct reports, and 20+ staff reporting up through to this role.

Within the Accounting oversight, the Assistant Controller ensures accurate financial records and compliance with accounting policy and internal controls for the System. This person provides oversight of the System consolidated financial statements to ensure consistency throughout the System from an accounting and financial reporting perspective. The position oversees the research and implementation of new accounting and regulatory pronouncements and preparing quarterly financial statements that are approved by the Audit Committee per debt reporting requirements. The position will interact with senior management of the organization on a regular basis, which includes providing updates on all accounting and regulatory filings as well as on ad-hoc projects.

Along with the Controller, this position works closely with the external auditors and oversees external financial and regulatory audits including the annual audit of the NS-EEH consolidated financial statements, and preparation of the footnotes. The position also leads the month-end close process for the System. The position is responsible for the internal and external financial statements and ensures all accounting policies and procedures are in accordance with Generally Accepted Accounting Principles (GAAP).

The position ensures that government reimbursements are optimized and in compliance with regulations for the System. The position oversees filing of various regulatory reports including hospital cost reports, occupational mix survey and hospital wage index reports, and reporting for graduate medical education.

This position oversees the preparation and filing of all Federal and State tax returns and provides tax advice and assistance for all NS-EEH entities. The position is also responsible for tax planning and strategy work to maintain tax-exempt status, including property and sales tax exemptions. The position also partners with Community Relations to ensure accurate financial information is reported on the annual Community Benefits Report.

What you will do:

Accounting and Technical Responsibilities:

  • Responsible for researching and implementing new accounting, tax, and regulatory pronouncements as applicable to legacy NorthShore and assures compliance with existing GAAP and government payor reporting requirements.
  • Advises senior management on hospital financial information and external regulations to assist with business decisions. Also responsible for quarterly reports to the Audit Committee of new financial and regulatory pronouncements.
  • Responsible for the EY corporate, benefit plan (TDA and RCP), and Federal grant (Uniform Guidance) external audits. Also responsible for audits and information requests from the Center for Medicare & Medicaid Services (CMS) and other regulatory agencies.
  • Responsible for the monthly close process for hospital operations, the multi-billion dollar investment portfolio, endowments/restricted funds, and external grants.
  • Responsible for the preparation of the internal monthly financial statements, as well as the external quarterly financials and the annual audited financial statements. Ensures all accounting policies and procedures are consistently followed and in accordance with GAAP.
  • Responsible for ensuring legacy NorthShore is in compliance with IRS and Illinois regulations related to financial assistance and billing/collections policies and procedures. Also responsible for ensuring the Research Institute and Foundation follow proper tax reporting for grant revenues, donations, and fundraising events.
  • Oversees and is responsible for the completion of the footnotes for the annual financial statement audit.
  • Responsible for ensuring the System is receiving the proper reimbursement from Medicare and Medicaid based on the applicable rules and regulations and oversight of filing of all appeals to optimize reimbursement.
  • Leads tax planning and strategy work with third party tax partners to maintain the System's tax-exempt status. Also responsible for the oversight of any tax litigation and working with external counsel on sales and property tax exemptions.
  • Responsible for the Federal and Illinois tax returns for all entities. Without timely and accurate completion of these filings, the System's income could be subject to both Federal and State Income tax.
  • Coordinates the reporting of financial information for the System's real estate and sales tax exemption filings.
  • Exhibits strong analytical and problem solving skills and able to work independently. Supervises the accounting and regulatory managers and staff. Also assists NorthShore and Swedish departments with accounting, and regulatory compliance and responds to questions and ad-hoc requests from operational leaders and senior management.

Management Responsibilities:

  • In consultation with the Corporate Controller, is responsible for developing department goals and objectives, as well as business plans required to achieve those goals. The position is also responsible for implementing and monitoring progress towards the achievement of those goals.
  • Responsible for effectively managing the performance of the department's human resources. Interviews, hires, orients, trains, develops, and evaluates the performances of and, when necessary, disciplines and/or discharges department personnel. Provides direction, as necessary, to staff regarding sensitive and/or complex work, related problems, resolves complaints and responds to inquiries regarding department operations.
  • Acts as liaison between the general accounting area and vendors, external auditors, and other departments in resolving complex, confidential or technical problems, providing financial and operational information and assistance, and coordinating a variety of accounting related activities.

What you will need:

  • CPA or MBA required (CPA may be previously achieved & expired).
  • 15+ years total work experience.
  • Prior accounting experience required, healthcare field preferred.
  • A Bachelor's Degree in Accounting, Business Administration or a related field.
  • Have a comprehensive knowledge of GAAP.
  • Possessstrong communication, organizational, technology and leadership skills.
  • Extensive experience with an ERP, Workday preferred.
  • Proficiency with Excel and/or other spreadsheet and database applications is required.
