STV is seeking a Transportation and Highway Resident Engineer for exciting projects in our Chicago office. The ideal candidate would have over 15 years of experience in construction management and inspection of transportation projects with the Illinois Department of Transportation and be familiar with the client's needs. Ideal candidate would be details-oriented and a technical leader:

  • The Resident Engineer leads and supervises / manages a field staff (including monitoring budgets) for inspection of construction; reviews the construction schedule and chairs job related meetings; reviews and monitors the Contractor for contract compliance; reviews and provides recommendations to the Design Engineer concerning Contractor's Requests and serves as the Owner's on-site representative with the Contractor to coordinate and monitor matters of quality, schedule, cost, and substantial conformance to the contract documents.
  • Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Duties are:

  • Ensure that the work of the Contractor conforms to the provisions of the contract documents.
  • Detailed inspection, on-site field testing of materials & other construction activities as necessary, including field measurement & collection of data necessary to submit monthly & final estimates and progress reports.
  • Preparation of record plans showing all changes from the contract plans. All records shall be kept in accordance with the Manual of Uniform Record Keeping (MURK).
  • Maintain the Engineer's Daily Project Diary describing the progress of the work, specific problems encountered, and other pertinent information relative to the execution of the contract work.
  • Strong understanding of asphalt design, specifications and means and methods of construction.
  • Assists Project Manager with construction contract administration matters
  • Assists in developing and/or monitoring budgets.
  • Oversees construction and audit records.
  • Analyzes and assists in the resolution of contract problems and disputes.
  • Monitors contractors' compliance with plans and specifications.
  • Reviews shop drawings, plans, specifications, estimates, supplemental agreements, and change order requests.
  • Assesses and reports actual project progress versus planned progress to determine trends and variances for complex projects.
  • Resolves differences between contractors and inspectors.
  • Reviews change orders, supplemental agreements, memorandum agreements and extra work orders, reviews monthly and final estimates prior to submittal.
  • Resolve design/field issues.
  • Ensures that the work is executed on time and on budget and in accordance with the client's requirements and within company policies and procedures.
  • Is responsible for reporting project cost and quality control activities to the PM.
  • Develops and/or reviews engineering related documents, correspondence, reports and remediation plans.
  • Reviews Contractor project schedules and reports project progress.
  • Represents Client in the field and delivers project deliverables.
  • Expected to perform project field visits regularly or work at project field offices.

Required Experience:

  • Required Years of experience = 15 of relevant Resident Engineering experience with infrastructure construction projects.
  • Bachelor's degree in Engineering required.
  • Professional Engineer (PE); registration is required
  • CCM certificate a plus

Competencies:

  • Standards and specifications for roadways and bridges.
  • Construction phasing and sequencing.
  • Bridge construction .
  • Construction operations and maintenance of traffic.
  • Records and documentation related to construction projects.
  • Strong analytical and problem-solving skills, with the ability to identify and mitigate project risks.

Physical Requirements and Working Conditions:

  • Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects 10 lbs. or more.
  • Standing-prolonged periods of time.
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers.
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading.
  • Mobility around a job/construction site to include walking, bending, crawling, climbing, squatting, or kneeling and wearing of required Personal Protective Equipment (PPE).

Compensation Range:

$143,685.00 - $191,580.00
