Fermilab is seeking a Logistics and Property Control Department Head to work within our Infrastructure Services Division (ISD). This individual will be responsible for overseeing various groups within the Logistics and Property Control (LPC) Department. We are seeking an individual with knowledge in personal property management, vehicle and fleet management, central receiving and warehousing, property storage and disposal, metal recycling, centralized supply services, property import and export, and domestic shipment regulations and related activities. You will manage a department of 35 staff, funding allocation within the department, establish departmental priorities, assign projects, and review and manage progress. Oversee operation and maintenance of enterprise LPC systems and related integrations with other systems.

  • Oversee the LPC department including operations, work planning, procurement, management reporting, and personnel development. Participate in development of section goals and objectives and assign and direct work of LPC employees.
  • Manage personnel actions for the LPC Department including staffing needs evaluations and associated reassignments, hiring, promotions, performance reviews, training, discipline, and terminations.
  • Develop and maintain policies and procedures in the assigned area.
  • Manage the laboratory's Personal Property Management System in compliance with laws, regulations, codes and standards, Department of Energy (DOE) orders, and the Fermilab DOE prime contract. Serve as the Laboratory personal property management expert resource and has full accountability for the DOE triannual review and re-approval process of the System.
  • Prepare and administer the LPC budget distribution, develops forecasts, strategies, controls, and processes to ensure resources are within operating budget. Identifies section related infrastructure vulnerabilities for funding consideration during budget cycle.
  • Develop and maintains internal procedures for property management and accounting for personal property including Equipment, Sensitive and High-Risk items. Assures import and export control regulations are integrated with all property actions.
  • Abide by and is responsible for performing all duties in accordance with all environmental, health and safety regulations and practices pertinent to this position.

We Are Looking For

  • Bachelor's degree in business, engineering, or any related field requested but not required.
  • Minimum of 7+ years related experience with at least 2+ years in a supervisory position.
  • National Property Management Association (NPMA) or Certified Personal Property Manager (CPPM) is a plus.
  • Preferred knowledge of the following regulations: 41 CFR 101: Federal Property Management Regulations (FPMR), 41 CFR 102: Federal Management Regulation (FMR), & 41 CFR 109: DOE Property Management Regulations (DOE-PMR).
  • Demonstrated leadership skills and ability to manage multi-disciplined operations.
  • Working knowledge of one or more areas of Logistics and Property Control, including but not limited to personal property, real property facilities and infrastructure, fleet, material handling, and support services.
  • Ability to operate multiple business and LPC management systems.
