Because of our growth, Woolpert seeks a Geospatial Analyst to work onsite at Lackland Air Force Base, San Antonio, Texas.


Analyst will be part of a fast-paced team developing and executing geospatial solutions for the United States Department of the Air Force (DAF) GeoBase program. GeoBase Operations analysts are expected to support multiple Air and Space Forces installations with Esri ArcGIS desktop and Portal solutions to meet installation and DAF GeoBase program operations geospatial requirements, coordinating with GeoBase Service Desk managers working in an Agile project management environment. Analysts work with headquarters-level GeoBase leadership at the Air Force Civil Engineer Center (AFCEC) to develop and implement solutions for improving, analyzing, and streamlining enterprise GIS processes and Department of Defense (DoD) mission and business systems integration.

Requirements:

    US citizenship
  • Minimum of four (4) to six (6) years of geospatial experience
  • Active Tier 1 (National Agency Check and Inquiries) investigation, security clearance, or the ability to pass a Tier 1 NACI investigation
    • Willingness to undergo a pre-employment background verification and drug screening
  • Four (4) years of experience with:
      • Esri ArcGIS software and capabilities (ArcMap, ArcPro, ArcPortal)
      • Complex and detailed GIS data maintenance in an enterprise (ArcSDE, etc.) environment
  • Four (4) years of experience in a role requiring:
    • Experience providing effective and creative geospatial solutions based on technical and client requirements
    • Excellent written and verbal communication skills with an emphasis on client and team member engagement
    • Proven experience providing excellent customer service
    • Strong technical proficiency using Microsoft Office products
    • Attention to detail - proven experience meeting data quality assurance and accuracy standards
    • Strong organizational, time management and analytical skills
    • Ability to work independently, collaboratively as part of a team, and as a member of a large organization
    • Ability to offer constructive feedback and problem solving, as well as clear direction to support goals

Desired Qualifications:

  • Experience creating and implementing solutions for DoD or other enterprise geospatial data and systems
  • Experience with Machine Learning (ML) technologies such as Azure ML, Databricks, or similar
  • Experience with Big Data technologies such as Apache Spark, Hadoop, or similar
  • Experience with Microsoft Power Platform components such as Power BI, Power Apps, Power Automate, Power Pages, and Dynamics 365
  • Experience with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) GIS data standard or other defined spatial data model
  • Proficiency with Safe Feature Manipulation Engine (FME) or other data integration software
  • Proficiency with Autodesk or other CAD software
  • Experience with relational databases, database management software, or SQL
  • Experience with Agile project management methodology using Atlassian (Jira, Confluence) or similar platforms

Responsibilities:

Mission: Deliver Trusted Geospatial Engineering Data, Maps, and Services

  • Create and maintain Air Force Civil Engineering GIS data in an enterprise environment, managing a versioned, multi-user geodatabase
  • Perform data quality assurance and control (QA/QC), ensuring compliance with Air Force and Department of Defense geospatial data standards
  • Create and maintain a variety of Esri ArcGIS Portal and Story Maps
  • Architect solutions:
    • Analyze current processes and workflows and provide recommendations to develop enterprise solutions
    • Work closely with GeoBase stakeholders and mission partners to identify requirements, capability gaps, technical issues, and training needs
    • Create, maintain, and improve enterprise GIS data and geoprocessing services
  • Utilize the GeoBase Agile framework to ensure task visibility and project transparency to AFCEC client:
    • Use Jira and Confluence to manage all projects and record all processes and tasks
  • Create or update detailed DAF GeoBase Knowledge Base, documenting current workflows, Standard Operating Procedures (SOP), end user self-help, and GeoBase program functional processes
  • Provide end user support and training for GIS data stewardship, ArcGIS applications, SDSFIE data model, enterprise capabilities, and GeoBase program objectives to installations, major commands, and mission partner organizations
  • Create, update, and produce a variety of installation, range, and vicinity maps, drawings, plans, and other graphic representations using cartographic techniques to represent spatial data
  • Coordinate and execute GIS data submissions and requests to authorized stakeholders and mission partners, including disaster response and emergency mapping and analysis support
  • Create and maintain DAF enterprise geospatial metadata
  • Perform complex GIS data analysis, extraction (digitization), conversion, data model migration, and geocoding processes
  • Effectively utilize geospatial imagery, LiDAR, survey, and field collected data within the GeoBase enterprise
  • Migrate or convert legacy GIS, CAD, non-spatial, and tabular data to GeoBase standards
  • Maintain data for archival storage, record keeping, and inventory of source data and maps
