Description

Purpose:

Under direct supervision of Department Director, the Operations Manager manages and monitors contract statements of work, oversees proper completion of subcontracting work and payments, manages department purchasing, ensures safety protocols are implemented and followed, and provides team coverage when needed including backing up the Director, Assistant Director, Contract Facilities Supervisors and Vocational Trainers. Assists with contract development and opening new sites, as needed.

Responsibilities

  • Directly supervises Contract Facilities Supervisors. Trains/mentors to refine approaches to daily activities, issues/concerns to improve quality of services provided to customers and clients.
  • Ensures department meets statements of work and contractual requirements. Reviews effectiveness of services and efficiency of service delivery using data; makes recommendations for improvement. Implements system changes to enhance productivity and quality of services.
  • Provides back-up for team members including; the director, assistant director, contract facilities supervisor and daily site coverage, as needed.
  • Oversees the scheduling of subcontractors' performance, ensures quality compliance and payments are processed in a timely manner.
  • Implements precautions and monitors safety at all facilities regarding the department's work. Attends department and site safety meetings.
  • Analyzes and develops monthly budget variance reports. Discusses outcomes with the Director prior to submission to the finance department.
  • Supervises purchasing for the department, ensuring that budgetary requirements are being met.
  • Assists with the development of site contracts and ensures compliance.
  • Implements Agency policy and procedure according to legal, professional, accreditation and funding bodies' requirements. Designs, revises, and monitors methods and procedures according to program requirements.
  • Assists in preparing for departmental audits, surveys, accreditations.
  • Represents JCFS Chicago to outside professional, lay, and government groups. Participates as appropriate in professional, civic and community associations. Maintains liaison with other JCFS departments and services.
  • As new contracts are awarded, assists with the implementation of the new services including but not limited to, hiring and training staff, developing procedures for service delivery, establishing relationships with new stakeholders, and organizing physical spaces for the maximizing of efficiencies.
  • Carries out responsibilities in accordance with professional standards. Works cooperatively with co-workers and maintains congenial relationships with Agency employees, clients/consumers, and outside representatives. Where appropriate, demonstrates empathy and concern in client/consumer interactions. Complies with all appropriate Agency policies and procedures.
  • Submits required reports within proper timelines, as directed and required.
  • Follows prescribed safety procedures. Acts to ensure safety for self, co-workers and clients.

Requirements

  • Bachelor's degree from four-year college or university preferred. Janitorial experience and 3+ years managerial multiple site experience required.
  • Experience/knowledge of working with people with disabilities a plus. Working with people with disabilities a plus.
  • Demonstrates ability to manage contracts and establish relationships with customers. Able to solve problems with little to no disruption of services.
  • On-call 24/7 including weekends and holidays. When necessary, will go to a facility to implement and monitor solutions to issues.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists, and to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Demonstrated ability to establish and maintain effective business relationships. Excellent written and oral communication skills.
  • Working knowledge of Microsoft Office programs at minimum intermediate level required. Ability to learn and function effectively in Agency databases.
  • Must be able to operate a motor vehicle, possess a valid driver's license, and have reliable transportation to locations that may not be accessible via public transportation.
  • Ability to read and interpret documents such as contracts, safety rules, operating and maintenance instructions, and procedure manuals, to write routine reports and correspondence, and to speak effectively before groups.

  • Compensation: the minimum compensation for this position is $62,400. Experience will be considered to determine final compensation.
