Position Summary, Requirements, and Qualifications

Overview
The Room to Grow Grant is funded through the US Department of Education for four years to build partnerships and career pathways in the Highland Community College (HCC) district. This project manager will report to the Director and assist with all aspects of the project, including, but not limited to building partnerships, supporting grant activities, managing logistical needs and maintaining a focus on budget and deliverables. Preference is for the manager to live within the HCC district.

Position Summary
This position will be primarily focused on project management for the Room to Grow Grant, funded through the US Department of Education. Experience in building partnerships across educational institutions that result in 9th-20th grade pathways, coordinated Career Technical Education and community college transfers is needed. Special emphasis will be on increasing awareness of diversity, equity and inclusion needs of students interested in completing postsecondary credentials and degrees.

Essential Duties and Responsibilities
Room to Grow Project Management
  • Project manager for the planning, development, and administration of grant deliverables and special projects for Room to Grow.
  • Includes development, management, and coordination of project.
  • Including but not limited to event spaces and virtual platforms, Professional Development Hours, stipend issuance, registration processes, data collection, and event resources/supplies.
  • Development and implementation of priorities and goals; strategic planning; and comprehensive timeline for event categories, tasks, and assignments for professional and support staff.
  • Logistics management/coordination.
  • Oversee operations to ensure program goals and objectives are met within timelines and within budget.
  • Researching and implementing of technology advancements and specifications for the purposes of program growth, communication, task efficiency, budget improvement, and environmentally sustainable practices.
  • Contract management for external services.
  • Serve as liaison for inter-departmental and affiliate collaboration to coordinate and manage external support for event needs.
  • Assist in report development in collaboration with Director and delivery team.
  • Collect metrics and complete analyses as needed to determine effectiveness.
  • Complete reports on outcomes and others needed or required.

Program Coordination and Communication
  • Schedule and facilitate official meetings and trainings pertaining to program functions, while also providing support to Director and team related meetings.
  • Provide policy and procedural knowledge pertaining to NIU, State, Federal, and Grantor regulations, and accordingly develop and implement the program's "best practices" and processes based on established parameters and deadlines.
  • Develop, draft, edit, proof, and coordinate multi-source communication for program-related information, reports, and documents.
  • Oversee and coordinate data collection across program functions.
  • Facilitate communication between partners.
  • Website and media management, including assigning and coordinating responsibilities across professional and support staff.
  • Support all staff in a continuous improvement processes that upgrade methodologies, technologies, and reference materials, producing metrics that establish program accountability.
  • Supply and resource management and coordination for personnel and grant operations.
  • Assists in budget development and tracks budget health across multiple funding sources throughout the year.
  • Supervise student workers, extra-help, and graduate assistants.

Other related tasks that impact instructional improvement or innovation
  • Work with staff and students in instructional development, delivery and evaluation.
  • Conduct a continuous improvement process, identifying metrics that establish accountability.
  • Coordinate with the P-20 Center's personnel to ensure effective and efficient administration and operations.
  • Cultivate positive relationships with external individuals and organizations, including developing and sustaining both new and existing partnerships.

Minimum Required Qualifications (Civil Service)
Education and Experience Required

  • Bachelor's degree in Education or closely related field
  • Five (5) years of 9th-20th grade instructional experience
  • Five (5) years of educational leadership experience
  • Experience in career pathways, dual credit and transfer pathways
  • Experience in Career Technical Education (CTE)
  • Experience in instructional delivery (9th - 12th)

Knowledge, Skills, and Abilities (KSAs) (Civil Service)
  • Manage projects to complete deliverables on time and within budget.
  • Demonstrated ability to develop partnerships across entities toward a common purpose.
  • Demonstrated ability to operate independently with minimal supervision.
  • Ability to manage a large number of diverse tasks simultaneously.
  • In-depth knowledge of instructional design principles, evidence based practices and success in online and/or in-person delivery.
  • Flexible schedule including some evenings or weekends.
  • Dependable transportation (travel expenses will be reimbursed)
  • Experience using Windows, Mac, Microsoft Office, multimedia tools, and social media tools for teaching purposes is required.
  • Excellent oral and verbal communication skills, planning and organizational abilities, problem-solving skills, and ability to work collaboratively and collegially in a team environment fostering an environment of mutual respect for one another and the NIU community is required.
  • Ability to work successfully as a team leader and as a team member.
  • Commitment to accountability for the university's outreach and engagement mission, presidential goals such as increasing partnerships, and division goals for mutually beneficial engagement with communities across the region.
