DEPARTMENT OVERVIEW

Background

The University of California Center Sacramento advances the University's mission of teaching, research and public service with an integrated program to train future state leaders, to address challenging public-policy issues confronted by the nation and state, and to carry out the University's mandate "to serve as the research arm for the State of California". Established in 2003 as a systemwide unit of the University of California Office of the President (UCOP), the University of California Center Sacramento (UCCS) is poised to begin a new chapter in its history, by integrating a highly visible, public facing program of top flight speakers, debates, briefings, and panels designed to speak to major policy issues of our time, policy work conducted on behalf of the State of California and the legislature, and an outstanding academic program for students throughout the UC system. Drawing on the extraordinary caliber of research conducted by UC faculty in the public interest, UCCS activities make their mark in the capital of the fifth largest economy in the world. Administered through UC Davis with financial support from UCOP, the Center is located within walking distance of the state capitol in Sacramento at the new University of California Student and Policy Center (1115 11th Street, Sacramento).

Opportunity

We seek applications for the position of Associate Vice Provost of the UC Center Sacramento, to begin no later than September 2024. The Associate Vice Provost must be a current member of the Academic Senate of the University of California. The Associate Vice Provost will share in the leadership of the UCCS with the Executive Director who will lead the Center's public engagement portfolio and oversee facilities and events.

POSITION SUMMARY

The Associate Vice Provost of the UC Center Sacramento (UCCS) will provide leadership for all components of the academic program (present and future). In addition to managing the academic program and all aspects of academic programming and development, the Associate Vice Provost will collaborate with the Executive Director on an expanded program of internships designed to provide undergraduate and graduate students with opportunities to contribute to problem solving in state agencies, legislative offices, non-profit organizations, and private sector firms, while completing challenging courses aligned to this objective.

The Associate Vice Provost will also be engaged in working with the deans of schools/departments of public policy, political science, and related programs to cultivate opportunities for graduate students to benefit from the presence of the Center and opportunities to develop short- and long-term research programs that will deepen their experience.

The Associate Vice Provost, in collaboration with the Executive Director, will also be responsible for developing a plan for supervision of all staff currently supporting the academic program.

The academic program is composed of a Public Policy Seminar and Internship Program that relies on various models of instruction. All undergraduate students in the UCCS academic program (during the academic year and the summer) participate in a for-credit internship related to the state public policy process in Sacramento and have the option to enroll in additional policy related courses on the UC Davis campus. UCCS courses are delivered in cooperation with UC Davis and are subject to the approval of the UC Davis Academic Senate course approval processes. The courses will together address policy areas and political processes affecting the state of California. The Associate Vice Provost will consult regularly with key faculty from throughout the UC system (beginning with the UCCS "Faculty Council" as described below) on curriculum design and conduct of UCCS's academic programs. The Summer Program at UCCS involves a 9-week internship program.

The core of the academic program-the public policy seminar and internship program-is the undergraduate experience, which includes a rich combination of academic/research courses, skills courses, and experiential learning through internships in a wide range of governmental organizations. In the future, we anticipate that the major graduate programs in public policy, political science, journalism, public economics, health science, and environmental policy will establish a presence for students and faculty in UCCS.

The academic program of the Center consists of a set of courses offered to undergraduates (and, we hope, graduate students in the future) who are interested in learning about issues of the day including climate change, health care, educational attainment and inequality, racial disparities, and many other topics of current concern. Students take a full program of academic classes, in addition to their internship responsibilities, to advance in degree completion and develop the insights and skills needed to contribute to their post-graduate lives. Promoting these opportunities with relevant academic leaders on the ten campuses is central to this role. Developing options for related undergraduate majors (e.g., in public policy, political science, sociology, environmental science, and economics) and graduate programs (Political Science, MPA/MPP in Public Affairs/Policy, Business and Public Management, etc.) to spend semesters/quarters, summers and more limited-time intensive seminars, is a crucial goal going forward. In addition to these academically integrated opportunities, students studying all disciplines are recruited to UCCS by maintaining strong relations with the provosts, campus deans, and student affairs leadership. The Associate Vice Provost will be responsible for growing student enrollment in the program.

In partnership with the Executive Director, the Associate Vice Provost will be deeply engaged in the development of an expanded program of internships designed to provide undergraduate and graduate students with opportunities to contribute to problem solving in state agencies, legislative offices, non-profit organizations, and private sector firms, while completing challenging courses aligned to this objective. Most important, the AVP will be responsible for deepening the academic and/or policy learning opportunities embedded in the internship program, assuring that this experiential learning is appropriately integrated into student educational trajectories. Cultivating similar options for graduate students from the system's policy schools and relevant departments would be highly desirable. The Associate Vice Provost will be responsible for the academic value of the internships and their incorporation into the students' program.

The Associate Vice Provost will be responsible for curricular development that complements this expansion. The Associate Vice Provost will also work with the Executive Director and with campus academic leadership to identify opportunities to showcase impactful faculty research, including those focused on economic development, sustainability and stewardship of the environment, educational attainment, health equity, clean energy, and other issues of significance to California.

The Associate Vice Provost is responsible for the management of the budget of the UC Center Sacramento academic program. The Associate Vice Provost will also be responsible for securing housing for UCCS students who need or want UC-provided housing during their time in the program. The Associate Vice Provost will also ensure that students make appropriate use of resources such as student wellness programs, advising, etc.

The Associate Vice Provost must have a significant presence in Sacramento while serving in this role in order to work in-person and be prepared to travel throughout the state on behalf of UCCS. Involvement in a multi-campus program or experience in collaborating with multiple UC campuses would be desirable, and the candidate must demonstrate an ability to work with different groups and achieve consensus on difficult issues.

The Associate Vice Provost will collaborate with the Executive Director in identifying faculty to participate in activities of the UCCS Public Policy Forum, which is a public policy engagement program that provides a diverse set of debates, major lectures from prominent figures, nationally and California-based policy advocacy events, seminars, workshops, conferences and other activities that showcase policy-relevant faculty expertise from across the University of California for a Sacramento audience and for the press.

The Associate Vice Provost reports to both the Provost and Executive Vice President at UCOP and the Provost and Executive Vice Chancellor at UC Davis.

Professional qualifications and personal qualities

The ideal candidate will possess the following qualifications, experience, and professional characteristics:

  • A UC Academic Senate faculty member with tenure or security of employment.
  • Demonstrated commitment to diversity, equity, inclusion, and belonging. Experience integrating such commitments into the workplace and classroom.
  • Passion for the academic mission of UCCS, commitment to a balance between core research and experiential learning for a broad spectrum of majors.
  • Passion for undergraduate teaching and learning. Knowledge of pedagogies for diverse groups of learners.
  • Familiaritywith Academic Senate and UC policies and practices with respectto academic courses and program development, faculty hiring, and assessment.
  • Multi-campus program experience in the UC system, in particular with collaborative programs that support student achievement. Experience in partnerships and networks involving more than one UC campus.
  • Research and teaching experience in fields related to public policy, for example economics, political science, sociology, and/or public health.
  • Interest in public scholarship, the application of basic and applied research to problems of significance to the state of California, the nation, and the international community.
  • Evidence of innovative and effective leadership in an academic environment. Experience with UC shared governance through the divisional or systemwide Academic Senate.
  • Experience building and sustaining collaborative teams and/or networks.
  • Experience successfully working with and/or supervising staff in pursuit of common goals.
  • Ability to build strong relationships with and between UCCS faculty, staff, and students.
  • Commitment to strengthen ties between the program and the campuses and to recruitment of students in all disciplines, particularly in science, arts, and humanities.
  • A commitment to program development and to exploring ways to broaden student participation in UCCS.

SPECIAL CONDITIONS

The Associate Vice Provost must serve at least 50% time but may serve up to 100% time. The selected candidate will be expected to make the UCCS the primary focus of his/her/their work life. The appointment is for a five-year renewable term with yearly performance reviews and a comprehensive review in spring of the fourth year.

SALARY AND BENEFITS

The posted UC salary scales set the minimum pay determined by rank and/or step at appointment, and discipline. See Tables 1-8 (). The salary range for this position is determined by the underlying academic appointment. A reasonable estimated annualized full-time salary range for this position is $180,000-$270,000 based on experience and accomplishments. For faculty administrators with less than a full-time appointment, they are normally compensated with stipends and/or additional summer compensation, consistent with policy.
